With regards to Health and Safety Contacts in Engage, the general rule of thumb is that you have a handful of H&S Contacts assigned to each branch entered into Engage. These contacts then get notified when an incident occurs at their corresponding branch, and then the H&S contacts are able to investigate the incident that happened at their branch.

What you may find however, is that you may only want certain individuals to see and investigate an incident, depending on what that incident is.
What some Engage users have done in this case is create a new branch in Engage called something similar to 'Do Not Use' with very generic information attached. Against this 'Do Not Use' branch, they have then loaded up all of the H&S contacts that you do not want to include against another branch.
As incidents get submitted against other various branches, what you can then do is utilise the 'Assign Reviewer' function on the investigation page to grant access to a H&S Contact to allow them to view and investigate a specific incident, even from another branch.
The 'Assign Reviewer' drop-down includes all employees that are loaded as H&S Contacts regardless of Branch. They will receive an email notification once assigned, as well as be able to view and investigate the incident going forward.
Note that it is still important to have key H&S contacts against the original branch to ensure that these employees are able to assign the correct reviewer and receive original notifications as new incidents get logged.
Another thing to note is that H&S Contact information can be seen by all employees under Health & Safety / H&S Contacts page. This page includes their name, associated branch(es), and their email and contact number.
By doing this method, you can restrict access to specific incidents for H&S contacts, and ensure that they do not receive notification on submission against the original branch. If an employee does submit an incident using the 'Do Not Use' branch, you can simply Edit the incident and amend over to the correct branch as needed.
